View Full Version : ACA hoon story.

so my facebook has gone crazy with angry car enthusiasts on how ACA has made us out to be "hoons"
because of laws being so sricted and the car scene getting such a bad name, one day the car modifiying scene is gonna die.
have a watch if you havnt seen it.
http://aca.ninemsn.com.au/article.aspx?id=8408192
this is what east cost cruising SYD said. i agree on it 100%
This story is way out of proportion; "hit the roads to slow down rev heads"... i was angry but at the same time laughing throughout this whole story!!
"Thats why alot of Police Officers get their heads kicked inn"... was he talking about the Police, EPA & DECCW wrongly handing out defects due to their lack of mechanical knowledge or just because they're threating our passion- cars.
Is MODIFING... Cars Bad?? As Mistah Police officer said "Ther'es no issues with them modifying their vehicles, as long as their complying to standard or in terms of being engineered (certificate)"... so then whats the point of shops that specialize in upgrades such as Autobarn, Ozzy Tyres or Queen St.- not to mention the countless mechanincs- being around if onlyy the minority of people can afford an engineers certificate?? Most general Mods people do = exhaust, rims & stereo (maybe window tint). Go the bit further with suspension.. If turbo; front mount, boost controller and/or maybe bigger dump pipe & exhaust <-- but then those 2 are a defect (given the exhaust reachs under the legal DB limit) , but how can i help that though if it is what my car was imported with from Japan! but then this dude has a slightly worked V8, a smaller exhaust will chock it up & can cause damage (but Police dont understand that)
As the reporter said "but to the rest of us they're often seen as hoons who cause alot of noise"... have a whinge!!! I've lived near a train line & a hwy for over 10years where the coal trains shake my house at 2AM virtually every night, where trucks blast down the Hwy with their exhaust brakes blaring & i, nor has the rest of my community, have never complained---> if NOISE is the only thing that is sticking this so called story of us being car enthusiasts or 'hoons' together... it comes down to?? i'll let you finish the sentence.
P.S
Police & Channel 9, grow some brains... Target the peole doing burnouts, drifting & speeding on the streets.... Modifying cars dont kill or cause injustice, the peerson commiting the offense does!!! Unlike this story at least Channel 7s Story had more sense; good on those young guys for standing up & speaking out!!
werid looking subaru btw..

Haha that was a good looking Evo for a blue Subaru :p
Also, that dude's horn sounds good for an exhaust?
Cockheads!
My mate got done for $1700 in his BMW that night. Including defects for HIDs that don't exist, bucket seats that are completely adjustable (legal) and oil leaks that only show after sitting for more than 24hrs?!
There were a few shots of the car on the segment.
https://fbcdn-sphotos-a.akamaihd.net/hphotos-ak-ash4/403802_10151198799425384_585350383_22775202_870639 873_n.jpg
He had a chat to the reporter:
I walked up to her when she was filming.
I go something along the lines of..
"so.. let me guess. you're going to make a news story about how every modified car on the road is clearly a hoon and a danger to everyone out there? you're going to jump to obvious conclusions and clearly ignore that there is a passion in motoring and that comes in the form of an enthusiast."
she goes
"did you want to talk on camera about this?"
i go
"no."
hahahaha
And this is also what he had to say about the segment -
It was funny cause every single person they showed on the show was ethnic.. When I was there most were typical aussie bogans.. and two separate car loads were full of families.. one bloke had to take 2 of his little ones out of their car seats with their mother and wait outside.. A fk'ing camry. CAMRY.
They took me to the RTA at botany.. It's a full RTA inspection station, but they had it opened all night and were escorting cars from the RBT 10 minutes down the road to there to get checked out.
Hoists, I had about 20 ***** looking all over my car.. under, over, in, out. Testing machines, this, that.
Don't even know how they picked up engine oil leaks, the cars gotta be stationary for a good day before it starts to drip on the road.
I'm a spelling nazi and all I can see when reading your quote is "that's wrong, that's wrong"... fml
Also, ACA, Today Tonight and all of those other "Current Affairs" shows are nothing but propaganda. They're all full of total BS. (this is coming from someone whose favourite shows include Spongebob Squarepants and The Simpsons)
What annoys me is that they target everyone who has a slight modification. So yeah, i have a exhaust thats louder than everyone else's... Doesn't mean some 40 year old in a commodore cant "Hoon". For god sake, me and my friend did more stupid things in a 3cyl charade than i do in my "Modified" car.
Just because we have a louder exhaust, big wheels, and low to the ground doesn't mean we all drive around crazy. In fact, i've been told i drive like a granny because i stick to the speed limit.

I still find the Varex (adjustable exhaust thingy) section funny - btw I know they are illegal :p
I would be of the opinion that putting that kind of exhaust in would be a good thing. You could keep it quiet most of the time (i.e. daily drive) and then open it up on a cruise.
But it is portrayed as sneaky and underhanded.
I guess it doesn't matter what you do, the finger will always be pointed - "hoon" :(

I believe that any decent cop would understand that if you had a varex and it was set on the loudest setting and it still was under the db limit then it should be fine. However this doesn't seem the case. Dunno why either. I want to hear one.

Any aftermarket exhaust that allows or makes the exhaust noise louder than 90db is illegal. It all depends upon the mood of the boys in blue.

Varexs are illegal because, at the push of a button, you can change the emissions of your car. For NA cars it's not as bad but for forced induction cars it's more of an issue.
I had one on my old outback and it was great. Never got pulled over because I was driving an outback lol but I could be loud or quiet depending on my mood :)
That cop said something like "the lengths people will go to get away with modifications" in regards to the varex. That bugs me. Its got nothing to do with trying to get away with something rather having the option to suit your day to day driving style.
Bloody media.

The adjustasble exhaust is illigal because it is Adjustable.
See you have to look at it like a Voter. Or fool who watchs these programs.
They sit at home in there house and then. Some Bogan or Ethnics come screeming down the - street in falcodore or WRX or A EVO. exhuast going BAH BAH BOV noises.
Now you might think it's nothing. But !
If your sitting in your house -Afternoon evening just listening to the News and the This noise from outside comes along waking up the Baby next door - making sure you can't here the cricket. These are people who matter. THEY PAY TAX's more then you do they have the kids they have power. You might say but I don't do that. My cars not loud. You would be right it's not that loud. But it only ever takes one to stop it. Now you might say but I see cars like that in this area all the time. Come to my neighbour hood, **** I can here Donuts and burnouts each night but you will never see an inspection in my area.
But you will in OTHER AREAS.
You are the Minority. You are not the ones going down to the local MP and say it's not right or fair. You don't have anything in your favour.
I understand where you all coming from.
Hell I've got 90DB system fully checked out. Its cost $1300 to fix. Plus extras.
The fact You can complain about how oh but supercheap etc see all this and it's why the packets for K&N Filters Read RACING USE or OFF ROAD USE ONLY.
Now I got done for noise by - RTA - and EPA. not the cops because I don't have big wheels or lowered on my bum suspension etc etc.
But to get it legal - Note STANDARD EXHAUST SYSTEM.
You might note well what about HSV's and AMG's. Well again I can tell you they make the grade. Mostly due to he Revs they are tested and must meet. Note RTA/EPA is a free rev at stationary. good if manual. The autos even in neutral cause slighlty load.
But all the HSV's and AMGS pss ADR rules or Equivlant via the driveby test.
Older cars get 96dB and they are noticebly louder but You know whats amazing much easier to get certification. All them Bonnet- all they needed was scoop. Yeah a factory Shaker and they were fine.
Majority of people not only got done for modifications but also lots got done for Poor condition of car.
I've been through it, on other peoples cars. I had licence others did not and what you get hit as the driver is your unlucky is fine for driving a known unsafe car. Of course like some of them fools you see on TV. Can't keep mouth shut.
They measurred track width the lot. For me I said nothing untill they asked. Then When looking they asked this that I said Don't know.
The thing I find is everyone know the road they got pulled on is a SPECIAL - oh yes it's hot spot. Everyone I know back 5 -10 years ago knew during the day if you go for a swim. it's find but do drive by of the RTA to see if it's open. You do that you look at the area and you go. Okay it's clean I'll take it out tonight. but no more, I dorve down foreshore drive where they showed the RBT pick up point, I was lucky that day people don't look at stock cars. they just think your drunk.
It's only going to get even worse. Remember that last state election - all them promises well several MP's promised no more nosiey hoons tighter laws. The Greens want NO modifications at all to any emission including exhausts etc at all.
Already reviewing the modification laws. So wait another 12 months
IMO your best bet is SIMPLE. You go get everything LEGIT. Make it legal - engineer certification. Do that and you never will have to worry about it. OR drive it in pack hour only. That's right, I garentee you drive noisey peice of **** bald tyres everyday peck hour - sensible and I bet you won't get pulled over the same amount of times as those HOONS do
They go drivng in Brighton and Lapa. For those outside sydney it's the same as Chapel street and I guess in QLD goldcoast strip area. IMO they were trying there luck. All the cars back in the day don't go down there any more. Only EX- Taxis' and the like do.
It was well known even when I grew up on of the Parrallel street was used for drag racing and they stung you and put I remember one evening - like 50 cars over the pits - blocked the road etc. In late 90's - it was msotly late 70's - 80's cars. Solicitors didn't exisit so it was - you either copped - basic crap - or you copped . Where did you get this engine from ?
Now it's about showing the numbers. For get Revinue - Numbers. How many cars can we say we inspected and then got rid of. See they do it now TV this and that. Then give it 3 - 6months do it again but because no one goes down there. OH look it's worked we got rid of all them hoons. Disaprears for 18months. Some dick heads do burnouts near by in some street consistantly then it starts again.

must be a slow news week..
This is why owning a modified car sucks.
Not cause of the rules of the RTA or the cops but shows like ACA and today tonight.
Takes one group of people to ruin what car forums and car enthusists try and build in regards to an image that shows the community and ACA and today tonight we are not all the same.
Never see a ACA or today tonight segment on the good the car scene, car forums etc does like charity cruises and or track days to try and get this HOON image off the street.
But thats okay we all know the footage on these shows are P platers in holdens / fords that have been take from youtube just to prove a point
now to back up the point personally.
First car - suzuki swift 3 cyclinder 1 litre - chopped springs - loud exhaust - subs - rims - lower then the 10cm - fraying seat belt - red p's - never got pulled over or even the car looked over by the cops
second car - Holden VT Wagon - green p's - subs from first car - stock as - rims - for ever getting pulled over and car being inspected left right and centre
thrid car - Mazda SP20 - well u all can read my build log - not harassed at all by the cops.
So in that cause if you can cut a single pegger your a HOON !!!

Not sure if it's different for you east coast guys but here the cops are very obvious about the types of cars they pick on. If you're driving any commodore that isn't the current model you'll constantly get pulled over. Drive an equivalent falcon it's not as bad. If your car's dirty and a bit scrappy you'll get pulled over.
My car was modified (not greatly obviously, but could've been defected for a few bits) and I never got pulled over, yet if I was driving with friends in their crappy, stock and undefectable cars it would always happen.
I've got a friend with a beautiful ED Falcon he's done up nicely. Loudish exhaust, illegally dark window tint, sub, custom number plates and lowered. It stands out, but he keeps it clean and doesn't have any trouble.
Next car is getting a varex exhaust regardless. It's a fantastic idea, if it's late at night and I'm driving around side streets I can be quiet and not wake my neighbors (and parents), but during the day if I want to open it up I can do that too. Plus, what cop's going to suspect something like that on a car most young people can't afford ;)

i had a varex muffler and that got defected cause it was 3 db over the limit, hids, dark tint, tinted tail lights etc but 1 time i got pullled over and defected halff way though a guy in a standard aurion hit a wife and child they went straight there and the driver was a drug dealer who had thounds of dollars of drugs in the boot.
now what is worse me not hooning doing the right thing or a drug dealing low life that is destroying millions of lifes
the spend millions on hoons and more the half on dealing with drugs on the street more people die from over dose on drugs then hoons it just because the news gets more views on teen hoons then drugs the government/rta needs to rethink there morals

I get that the emmissions factor comes in regarding the Varex mufflers. But a number of exotic cars have variable exhausts and I'm sure they are fine because they are tuned correctly.
I would think that you would be ok if you were within the emmissions parameters

I get that the emmissions factor comes in regarding the Varex mufflers. But a number of exotic cars have variable exhausts and I'm sure they are fine because they are tuned correctly.
I would think that you would be ok if you were within the emmissions parameters
The reason is - YOU CAN control it.
If you own a Ferrari 550 or I think it was even on a 355 /360 Jag S/C with option exhaust setup. The Valves don't open untill above a certain RPM and load limit etc. on top of that Car makers get away with lower volume numbers - so then they don't have to test or meet as many requirments.
IT is why now. As noted why some performance shops don't want to know you. I can answer that in two ways -
1 in NSW- A person who thought they were in right, blamed all the work on a workshop. Said workshop did not explain to the said owner such modifications would not be LEGAL. So they had to go and defend there job and ability to perform work. They then had them investigated and found other cars with other modifications etc. Some of these cars were also passed by for PINK -SLIP. Said workshop RTA approved inspector licence removed and well Many rotaries were some how disapreared. Rego handed in before it could be revoked.
2nd reason workshops are pushing away work is - unpaid work. last few years I've known just about every-place I can think of. Has had engines on the build. I can think of 4 top my head - engines that were built 90% paid for but never installed.
The Owners Jewels were sold during the build and they need money for the Cerahandhermoney, also known as a Wedding. Also other builds where owners well some were paying for them in ways which were concidered by the state of NSW and country of Australia as to be Unlawful and illigal.
As the world struggles on. Situations are more unstable.
Less Money is available for such workshops. More people will hold onto older cars and in turn. Keeping older cars on the road will be more lucrative.
Now you can blame Channel 9. But that was actually a very very typical Marketing publiction by NSW Police department. Just like the whole Idea of Double Demerits- is Equivlant the of 20% off at supercheap auto. Except it's actually a bonus 50%, by NSW POLICE.
They involved Channel 9 because the person running the Police media area crap is involved with channel 9. Just like how MR PAcker was good mates with the Melbourne club and John Howard. Same as today all them top end people know each other.
We are Minority who don't have a good record and we can screem all we want - we will never win. The only way they stop it. Is if you had every car inspected. But you can't touch the Mums and Dad voters. I'd be 90% of car s of western sydney had worn parts - Dangerous conditions. But you don't affect them. They Vote Same as if you did it in the Eastern suburbs new new mercs or BMW's ain't going to worry them about inspections. but You can not have that.
It use to be a Down low - undergoround thing but the newer Generation as point out the Fast and furious generation can't keep it down. Sorry if you think it's not you. It might not be? But from someone who use to be in it, funny how by 2002 I was out of it because all we saw was idiots turning up.
But remember your unlikley to be the voter that counts. Thats what will make the difference.
QLD - your next, Go into the swinging seat voting areas. Ask the MPs about HOONS. See what response you get ? I bet it's a big issue around Gold Coast areas.
Oh and for those IN NSW who want to pass. STANDARD- the only way.
I passed my 90DB with 89.7 yes my peck was 89.7 and low was 89.3
Now you might think how did I do it. Stock car.
I removed everything and have not replaced any of it.
The exhaust cost me first time around $800 in 2000 - in 05 it cost me 950.+ additions This time to make it swap street for circuit it's $1300.
It went from - 2.5inch press bent hot dog- muffler (chambered lucky really good)- to 3inch -pipe. Then additions - eventually 3 resonators.
To now turbo - original custom dump to flex/cat. 3inch pipe - from cat Massive chambered resonator now lowest part of car. (removes all boom)
To standard 48mm in and 45mm out pee shooter. Yet on possibly a day with more cloud cover it could have been worse. that was with around say 10psi or less.
took the car to 3750rpm So keep your standard muffler
THEY TOOK MORE PHOTOS of the car up down inside out all over it. All the emissions gear - all the exhaust - did a drawing. I didn't know if I was clean till 2 weeks later.
See they go to RTA/EPA and they tell you if you are clean. YOu know I even too out my K&N. They check that as well.
Every car that makes 90DB is as silent as a it cames from factory. Note my legal Mx-6 is quiter then my neighbours Gas Express van. It's still stock just a worn rear muff but - no ones going to look at that.
The 96DB, I know one onwer of a HDT took it to court to prove it was factory because he pulled 100DB. You know what they said They understood but the car will not be allowed to be legal on theroad untill it meets 96Db. All because HDT claimed it was meeting the ADR requirments of 1982. I understand He insterted cones between the joints.
If you don't want any Hassles - don't make noise or look too far wild.
If you want your F&F style or life. Take the risk
You want both. SPEND the money buy a Ferrari = Get it done right. Get your paperwork. Or don't take it out at all.
It's headache either way. because if you get doen an rego is cancelled you can't sell the car without telling the owner legally. Plus you can't get it re-regod untill it's clear.

The very reason I am doing things with a lot of knowledge involved. I managed to find an engineer here in Vic who, as long as I have "dedicated LP" I can get away with far more than someone modding a petrol car. Even an aftermarket ECU is so much easier.
If would have no hope in hell of engineering the Merc on petrol! There is no factory equivalent turbo model & therefore, no factory stated emissions target I can meet.
BUT, the EPA guidelines from around 2007 (can't remember exact year off top of my head, sorry) state: "even LPG emissions are not enviro-friendly!" Actually, if you do the research, you will find a poor LPG system will emit a WORSE type of noxious gas! In other words, I LEGALLY CANNOT REGISTER MY CAR TURBOCHARGED, IN VIC, EVEN ON LP! The only way possible if I was to do it would be to have the $1700 ADR test, each time, until it passes!
However, if you look @ present QLD laws, it is far easier to pass these with dedicated LPG due to the emission of "actually stated what can & can't be done" ie: aftermarket ECU's & EPA guidelines etc.
This is why I am waiting to get to QLD before I legalise the car. It prolly won't be on the road till end of year anyway........
MORAL, do some research & not just accept all the crap you read on forums. Especially performance forums. Most wouldn't know the facts from crap if it earned them a $milllion. They'll talk **** they heard from Spiro who was told by Jonesy, who read it about 5 years ago on "some" forum somewhere haha.
As was stated, want to keep the heat away? Keep it near as standard as you can. Also, in VIC, it's $1700 for each full EPA ADR check (unguaranteed pass btw) if you have a car the heat thinks is troublesome.........

Just saw this and all I can say is... I can legally have a Varex :D. 3000gts came with an adjustible exhaust as an option and unless the laws have changed (again!) I can use one as an OEM replacement :) I'll be grabbing the stock switch and wiring it through the stock system though. And it still has to be 90db or less. I can live with that
Anyways. I have noticed I pretty much never get pulled over now. First couple of weeks were hell (14 times in 11 days!) but I've recently gotten waved through RBT stations and been left alone. Amazing the difference when you're off the black list :)
