the hinge is normally bolted to the chassis. and yes a product is used to fill the holes to prevent water pooling and rust forming.

if the car has need in a accident before. they may have attached the hinge with welds and used a grinder to smooth it over.

attack it with a screwdriver and make an assessment. if it is just sealent, pick most of it out and reseal. it will just look clear instead of the colour of the car. which isn't really important due to age of car and hidden location of area.

if it has been welded sometime in its lifetime, then go the welder option.
