In Vic, you need to be running an ECU that was fitted to the car or a variant of the manufacturer of a similar age/engine. If you have an aftermarket ECU, it needs to be tuned to be compliant, emissions tested ($3k+), and then 'locked off' so the settings cannot be changed at all.

Unless you're running straight LPG, then they don't care, or it's pre-1976.
