Spend your money maintaining your vehicle and avoid the usual ebay scam products. I.E. $20 power chips and electric turbo chargers.

Sell car, buy an S13.

There's really not much in the 'cheap' category you can do to get a decent increase in power. Bain of the small N/A engine.

Btw I wasn't joking. A turbo setup, mod plate if you can do the work yourself would have to be the cheapest for the amount of power you gain. Spend a grand and it'll get it running. But for reliable power cheap, well that ain't really available anywhere...

Look for cams for 90-94 1.8L MX-5s, same engine as you and that will be the easiest way to find them. Also weight removal isn't that dumb of an idea and is free 99% of the time. Just comes down to what you want left in the car.

Keep your car legal, upgrade brakes suspension and swaybar. Add strut braces.
