If you're transferring a car, it must be roadworthy'd, no ifs or buts, same goes if transferring to/from a family member...

I have done this before and it is a lot easier if it is currently registered. You need to first change it into your name at an RTA (NSW) or DOT (QLD) and you also need a roadworthy to do this. Using the same road worthy you get it transferred over to QLD plates and voila it is all done. If it isn't registered it is basically the same but costs more and spot checks are usually required so the vehicle needs to be there (unless you go in late on a friday arvo as they just want to leave ).

Get it changed over to your name first, especially if you are buying it in NSW which the seller should make you do anyway. Get a roadworthy (seller should supply this but it pays to sometimes get one yourself as well) then go to DOT.

That's right, you don't need a roadworthy or safety certificate if you're buying a car to be registered in nsw (see RTA website). But:

This is right too. A car owned and garaged in QLD must be registered in QLD within 14 days. If you're getting rego in QLD you need to comply with the QLD rules, which includes getting a safety certificate (see TMR website). However, "If a safety certificate is required it must be issued in Queensland". So if you don't need to do it for peace of mind or another reason, there's no need to get a roadworthy certificate in NSW.

Probably the easiest way to do it (but not necessarily the cheapest) would be to do a transfer of ownership in NSW, then drive to QLD, get a safety cert and get it registered. They will refund you the outstanding NSW rego you have on it. But there's one other thing you need to look into- when transferring ownership in NSW there are strict requirements for proof of identity. This means it's that you will have to do the transaction in your own name, then register it in QLD, then transfer it to your friend's name (but that only costs $21.70 so no big deal).

Assuming that she has enough proof of identity and does the transfer in NSW in person, I don't see any reason why not.
