I'm not sure. All i know is that any modification (engine wise) which requires a modplate, is out of bounds. so, from my understanding a modplate would be required for an FE3, simply because it was never an option, not saying it wouldnt be ok, just that it would need one. likewise if you were to put a bp into a car which orginally had an FE3. only when you swap the same engine out is it ok. EG> I could add a v6 to my 4 cyl without a mod plate, as long as I upgraded the brakes, added ABS and possibly the 2nd airbag... in the same way you could swap a dohc into your non sp without one
